Summary

Hotspot and flip Hotspot are designed to work differently. The multistate object itself is very large in size and sits on top of the buttons. For a normal hotspot that does not matter, but to apply the flip logic, the size of the multistate itself is retained and therefore anything below it will get covered up.
However, it requires a fair bit of button duplication so that the on and off button lives inside the multistate itself.
